Owners should reply to every trade offer. It is simply good manners.

When any owner receives a trade offer, they should feel obligated to respond, saying, "Thank you for the offer." at the very least. Then, they should simply add their level of interest in the offer. Finally, they ought to decline or approve any offer received. It's simple. To have so little communication is not healthy for any league, and this one is no different.
