    Is there a way to rescend a contract offered to a player?

    I’m afraid not. Once a contract is signed the salary points are irreversibly committed. You can release a player with years left on their contract, but the salary points are gone.

    I mean offered but not signed in free agency. Like if I offered contracts to two centers, and one is signed, resending the offer made to the unsigned player

    Ah, I see. No there isn't an option for that. I think option would cause problems. For example, I could counter offer a on a player that another team was pursuing, then immediately rescind the offer, just to mess with the the other team. Bidding on two players at a position of need is something I have done, but it must be done strategically.
