Can QB's be set up (in game set up) to run?

For instance, on 3rd and 1 can they be called on the do a QB sneak? Can they be set up to run in general (i.e Russell, Jackson)?

also...when gameplanning can you target specific receivers?

You can't game-plan a quarterback run. He'll run based on his propensity to run in the NFL. So yeah, the quarterback sneak isn't a thing you can plan.

As far as receivers, you can't target a specific receiver. He'll get targeted based on a number of factors, including his ability to draw targets in the NFL, the quarterback's throwing tendencies, the defensive players he's matched up against, and the defensive lineup (e.g., nickel, dime, etc.). So as an example, you can expect that Michael Thomas will get more targets than the average player, but if he's playing with a deep-threat QB and he's lined up alongside a deep threat receiver, he'll get fewer. If he's playing with a short-throw quarterback, he'll get more.

Just one refinement on Kevin's comment: if you specify a five-wide formation and specify running out of it, the QB will take the carry. However, if you run your QB more frequently than the QB ran in the NFL, his YPC (adjusted for all other game factors) will drop off and he won't be as effective running the ball.
