After a little research, it appears that the video about free agency provided by the creators does not specify that the initial free agency period has its own set of rules different then the rules laid out about free agency in the free agency video.
Clearly I did not read through the entire panel on free agency or I would have seen the different rules.
I probably assumed that since they made a video about free agency, they covered all that was needed to be known.
