Abandonded teams

I was wondering if it were possibly to take over for a "ghost team" so to speak.
Im sure not all 24 teams stay active forever, and was thought that maybe if there was a league where a team had been abandoned, if it were possibly to take said team over.

There was another thread they where handing out abandoned teams.
