TE as a FB

If I am wanting to run some formation where I want an h-back or fullback can I just use a TE for that position?

You can't specify it like that for individual formations. You could accomplish that by listing that TE first on the fullback depth chart, but he would come in as the fullback for all formations requiring a fullback.
