Rostered players with 0 years remaining not available for bidding?

I have two players on my roster who have 0 years remaining on their contracts. They are both not on the Free Agents eligible for bidding or Free agents not yet eligible for bidding lists. When do they get added to the FA pool? I feel like everyone with an expiring contract should’ve been in that initial Not eligible pool that was used to Add FAs week by week.

I'm assuming they'll be added during the limited FA when we have to cut down to our 53 man roster.
