In one of the challenge game My qb completed the pass to one of the wr for 26 yards and there was a penalty call for roughing the passer and the penalty was declined. In the nfl if the pass was complete and that call was made they would just add the 15 yards on to the end of the play. can you tell me why it was declined please and not add on to the end of the play the roughing the passer is a personal foul and personal fouls are add on to the end on all plays
