You should be able to:
1) sign up to two vets with expired contract to a 5+ year deal.
2) sign your rookies to contracts
3) cut players that you are absolutely certain that you don't want to keep
If you cannot, click on your rookie draft one more time (only needed once per league) and it should activate these options.
Free agency will not begin until around week 2 or 3 of the NFL season, so after contract signing, those leagues will be in a bit of a lull.
